Tunnel benefits
Constructing the single-track tunnel would cost an estimated $4.2 billion and the double-track tunnel would cost about $6.5 billion. These figures include costs of the build-out of the ancillary freight rail system. Some of these costs could be privately financed.
While the project is expensive, its economic benefits far outweigh the costs. Over time, the tunnel would pay for itself by generating revenue from job creation and economic growth. It would also provide significant public savings in highway repair and maintenance. In fact, the economic benefits of the double-tunnel system outweigh the costs by a ratio of 2.2 to 1 - a figure more than double the benefits of most transportation projects.
