The Port Authority voted to move forward Thursday with the Cross Harbor Rail Freight Tunnel, taking the project over from the city's Economic Development Corp. The PA will now be able to spend more than $100 million set aside by the federal government two years ago to complete a study of the project. According to Rep. Jerrold Nadler, the project's main advocate, the tunnel would remove 1 million trucks a year from the road.
